Charles BullBear was born in Rosebud South Dakota. His parents are Lavera and Adolph BullBear. He grew up in Gregory, South Dakota, where he attended elementary and high school and graduated in 1975. He has been a diabetic for a short three years.
He is the oldest of three brothers and one sister. He had to help take care of his younger siblings because his mother had a full-time job at the hospital. He has worked his entire adult life with jobs from assembly line worker to law enforcement. He says that his mother told him that if you want anything, you have to work for it.
He was in law enforcement for 13 years and says that "it been rewarding as it has taught me discipline and order." It also opened his eyes to see that people not only need help from the law, they also need help and support from other agencies.
